I can certainly relate to your scenario of teaching a district purchased software to unwilling participants. I was charged with teaching my school districts new online grading program, which was met with similar complaints and cynical-ism that you described. The difference in my situation was that teachers had no other option but to use the new grading system. This at least required the attention, begrudgingly as it may have been, of my learners. Great description of ARCS and how you might use it.
